Water and Sewer Master Plan Update (2006)
Nipomo Community Service District, California
The Nipomo Community Services District selected Cannon Associates to update their Water and Sewer Master Plan. The District determined an update was necessary because of many significant changes including: an update to the LAFCO Sphere of Influence Study, a Supplemental Water Inter-tie Project, an update to the Wastewater Treatment Facility Master Plan, changes to the Sewer System Overflow Regulations, and several proposed large development projects. The scope of work included preparing water demand and sewer loading projections; water and sewer modeling and training; analysis of future water and sewer regulation evaluations; recommendations for projects; project identification and prioritization; hazard and security evaluation; O&M work forecast and staffing plan; and master plan report preparation.
Water Reuse Creek Gauge
San Luis Obispo, California
Cannon Associates Instrumentation and Controls staff assisted the City of San Luis Obispo with the Water Reuse Creek Gauge project. The project involved installing and testing a system to monitor the water level in the San Luis Creek to comply with environmental regulations. The system includes a solar powered industrial process controller that monitors the output signal of an industrial ultra-sonic distance measuring unit. The information obtained from the controller is transmitted over the Internet to a special computer network within the City's WAN system. The information is presented on a touch screen for the Water Reuse Facility plant operators. The level information is data logged to an FTP server and available to City staff from anywhere on the City's network.
Templeton Interceptor Line Lift Station No.2 and Sewer Reach 2 & 4

An existing lift station and the sewer main reaches were running at or near capacity and therefore were limiting the efficiency and ultimate build-out service of the Templeton Interceptor Line.
To solve this problem, the City of Paso Robles decided to upgrade Lift Station No. 2 and Reach 2 & 4 of the Templeton Interceptor Line to increase the flow capacities. Cannon Associates provided the surveying and engineering design services for the project. The scope of work included fundamental project research and data collection as well as project meetings and coordination efforts; preparation of engineering plans, specifications, and cost estimates for the construction of lift station upgrades and approximately 10,000 lineal feet of new sewer mains; and construction administration services. The construction administration services including bid support, a pre-construction meeting, construction engineering, site visits and inspections, and as-built drawing preparation and submittal. In addition, Cannon Associates prepared a topographic survey; aerial topographic surveying; and supplemental design surveying as needed, to define the existing surface features and as-built conditions for the lift station and Reach 2.
Water Reuse Project
San Luis Obispo, California
The team of Brown & Caldwell and Cannon Associates was selected by the City of San Luis Obispo to design additional features to the City's sewer treatment plant and approximately seven miles of distribution pipelines. These improvements will allow reclaimed sewer effluent from the plant, after specialized treatment, to be reused for irrigation purposes throughout the City.
Cannon Associates assisted with the preliminary and final planning for the project, which included an alignment analysis; provided pipeline design services for over 41,000 lineal feet of pipeline with diameters ranging from 10-inches to 20-inches; and prepared a topographic surveying for the project, which included aerial topographical and supplemental surface utility surveying services.
San Luis Creek Walk
San Luis Obispo, California
San Luis Obispo Creek runs throughout the downtown area of San Luis Obispo.
Portions of the creek run beneath the streets and shops and vegetation and
pathways exist for a good portion of the creek. However, a portion of the
creek bank, between Nipomo and Broad Streets, was undeveloped. Cannon
Associates worked with FIRMA (a local landscape architect) to expand the
existing creek walk to encompass the entire length of the creek in the
downtown area including the untouched section of vegetated and eroding
channel bank. Cannon Associates provided engineering, surveying, and
permitting services for the walkway, which included seating areas, retaining
walls, bi-level walkways, and a steel truss pedestrian bridge across the
creek. Preserving riparian habitat was a high priority throughout all phases
of this project. Slope protection fabrics combined with vegetation were used
for erosion control. Cannon Associates also prepared a drainage study to
examine the effect of modernizing the channel without heightening the
existing flood problems.
Olde Towne Nipomo Design and Circulation Plan
Nipomo, California
Nipomo has deep roots in a rural and historic past. The demise of the railroad, and the construction of Highway 101 stagnated the growth of the historic business district of Nipomo. As a result the use of this part of town became increasingly obsolete, and buildings were left vacant. Cannon Associates was selected to work with the community and the County of San Luis Obispo to develop a design and circulation plan that would help revitalize the historic part of town.
The Plan was the result of two years of work with the Nipomo business community and the County of San Luis Obispo. It provides the framework for public improvements such as streets and parks. It also provides architectural and landscape guidelines for new businesses and existing businesses wanting a face lift.
The Central Coast American Planning Association Chapter awarded 1st Place to the Olde Towne Nipomo Design and Circulation Plan for excellence in plan implementation for a large jurisdiction.
Calle Joaquin Realignment
San Luis Obispo, California
To allow for the efficient flow of traffic to and from new commercial developments, the City of San Luis Obispo is constructing an extension as well as realigning approximately 525-meters of Calle Joaquin, from the existing intersection with Los Osos Valley Road extending west. Cannon Associates was selected from a competitive proposal process to provide engineering, surveying, and planning services.
The scope of work for this project included plans and specifications for grading (including the road extension, curbs and gutters, sidewalks, culverts and site drainage); roadway design; a drainage report including storm drain facility sizing; a horizontal control plan/site plan; an abandonment plan; as well as a composite utility plan including on-site layouts for dry utility conduit (electricity, phone, gas and cable television) and underground utility design. Cannon Associates also provided a record boundary survey and topographic survey; as well as an engineer's opinion of probable cost.
The scope also included preparation of a Storm Water Pollution Prevention Plan (SWPPP); a Sedimentation and Erosion Control Plan; a Section 404 Individual Permit from the U.S. Army Corps of Engineers, and Caltrans design-exception approval.
Damon Garcia Sports Facility
San Luis Obispo, California
The City of San Luis Obispo constructed four multi-purpose sports fields at a 23.5+ acre parcel of land called the Damon Garcia Site. This municipal park project for the City of San Luis Obispo includes four overlapping soccer/rugby/football fields, a 1500 linear foot extension to Prado Road adjacent to the park, two bridges along Prado Road, an on-site parking lot for the park, and multiple pedestrian trails with creek crossings within the park. The initial scope of services included multiple storm event flood plain analyses of over 3000 linear feet of Acacia Creek and over 2000 linear feet of Orcutt Creek as they traverse and bisect the park site.
The scope of services also included the preparation of preliminary vertical and horizontal alignment alternatives for the Prado Road extension, bridge and pedestrian crossing schematics, and preliminary on-site improvement plans. Of particular interest for this project was the flood plain analyses and grading designs for the proposed fields that allows for sport field construction within a known FEMA flood plain without adverse impacts to upstream or down stream properties. The project development program called for certain fields to be constructed outside of the flood plain while others were built within the flood plain boundaries inundated by occasional storm flows without undue damage.
