Cannon Associates was chosen to provide professional engineering services to facilitate the transport of 180-ton spent nuclear fuel rod casks from reactor building area to storage pad in the nearby canyon at Diablo Canyon Power Plant. The project included the preparation of plans and specifications for road design, utility and drainage realignments, and retaining walls, as well as construction staking. Cannon Associates also provided permitting assistance and coordination with San Luis Obispo County Building and Safety Division. In addition, Cannon Associates reviewed and provided comment on geotechnical reports as well as assisted in the development of short and longer term strategies to achieve appropriate setback from areas affected by landslides and coastal erosion. Cannon Associates was also responsible for providing a fire water protection system for the ISFSI.

Boeing Facilities Group On-Call Engineering Services

Boeing Facilities Group On-Call Engineering Services The Boeing Facilities Group selected Cannon Associates to provide on-call engineering design services for Space Launch Complexes 2 and 6 at Vandenberg Air Force Base. The scope of services includes mechanical, civil and structural engineering, surveying and planning. Projects include slope repairs, HVAC modifications, office remodels, launch table redesign, platform safety tie-offs, hydraulic drive system overhauls, traffic studies, and building trade studies.

Boeing launched the Delta IV rocket from SLC 6 on June 27, 2006.
This was the first launch of its kind from the West Coast.

Cannon Associates was selected to assist with Aera Energy's three-platform BETA production complex. Cannon Associates prepared two studies: a long-term energy study and an efficiency study. The long-term energy study included a comparison of methods for providing supplemental energy to the offshore production complex. The efficiency study was conducted to evaluate options to improve the efficiency of BETA's dehydration system. In addition to these studies, Cannon Associates has worked on other BETA Complex projects: sub sea pipeline/leak detection system, investigation of sulfur lay-down in fuel gas, pipeline pigging systems, topside water treatment options, lube oil mist eliminators, and numerous other facility improvement projects. All projects included analysis and coordination of federal, state and local permitting activities.

Cymric Pipelines

Cymric Pipelines - Kern County, California

Nuevo Energy installed approximately seven miles of new 8” soft water pipeline and four miles of new 12” produced water pipeline. Cannon Associates provided design engineering services to facilitate the construction of the pipelines and connections to facilities at each end. Cannon Associates provided stress analysis, designed pipe supports and road crossings for county roads and state highways, and prepared details for pipeline routing and corrosion protection for both pipelines. Cannon Associates also provided facility design services for equipment and piping at each end of the new pipelines. Services included hydraulic analysis, pump sizing and selection, power supply, control system design and selection, foundation and interconnecting piping design.

Mariner Energy required eight miles of new 10” and 6” subsea pipelines to transport produced fluids and gas from a new field to an offshore petroleum processing platform. The eight mile stretch is located in depths of up to 4,700 feet on the seafloor in the Gulf of Mexico. Cannon Associates provided subsea pipeline design services, and produced alignment sheets, plans and profiles. We designed connections for the wellheads and the platform, prepared cost estimates for various options and coordinated bidding activities for installation contractors.

Commercial Demonstration Facility

Commercial Demonstration Facility - McKittrick, California

An international research and development company is building a commercial demonstration facility in the AERA Belridge oilfield. This temporary facility demonstrates the technology's capacity to upgrade heavy crude oil to a lighter crude oil, while creating supplementary heat for use in oil production operations. Cannon Associates was selected to provide engineering, permitting, and construction support. More specifically, Cannon Associates prepared the grading, drainage, foundation and structural steel plans and specifications. In addition, Cannon Associates coordinated the associated project permitting, created bid packages for contractors and managed the bidding and contractor selection process, and are now providing construction support.

Biodiesel Process Equipment

Biodiesel Process Equipment - Bakersfield, California

A prototype ten thousand gallon per day capacity biodiesel processing plant was built in Bakersfield and installed in Denton, Texas. The plant is unique in that it processes used fryer oil and other vegetable oil to obtain diesel, methanol and glycerin. Biodiesel is a renewable alternative to petroleum diesel and can be used by itself or blended with petroleum diesel. It substantially reduces air pollution and is nontoxic and biodegradable.

Cannon Associates reviewed materials, sized equipment, designed and drafted a comprehensive piping and instrument diagram (P&ID) and pump and piping systems, assisted in development of the control philosophy and operating procedures, design / seismic analysis of the skid and equipment (reactors, chillers, tanks, cyclone separators), provided fabrication and assembly details.

Inergy Cogeneration Project

Inergy Cogeneration Project - Tupman, California

Chevron Energy Solutions constructed a cogeneration facility to serve electrical base load and certain oil heating loads at Inergy's NCL gas plant in Tupman, California. More specifically, the facility consists of a 1.4 mW natural gas fired Solar Saturn 20 turbine-generator with SCR emissions controls, supplemental duct firing, piping, pumps, ammonia storage tank, waste heat ductwork and ancillary electrical equipment and controls. The system was sized for the peak thermal load of the hot oil system and was sized for electric base load of the facility. Initially, Cannon Associates provided the preliminary feasibility analysis and engineering for this project. As part of the feasibility study, Cannon Associates looked into adding a second engine or turbine. The design was prepared for grid connected operation only with provisions for future island mode capabilities (with the addition of a second engine/turbine) in the future. Upon completion of the feasibility phase, Cannon Associates was requested to provide the detail engineering to complete the project. The project scope included equipment layout design, mechanical piping design, equipment pad design, electrical installation design and grading design services. Cannon Associates prepared PFDs, P&IDs, mechanical equipment design, heat recovery calculations, plot plan, piping and equipment installation drawings, etc.

Reverse Osmosis Water Treatment Plant

A Central California Refinery had historically used local well water for their refinery processes. In an effort to improve the quality of refinery boiler feedwater, a Reverse Osmosis facility was the recommended solution. Cannon Associates was retained to provide the engineering design and construction administration services for this grass roots project. Cannon prepared plans and specifications for grading, foundations, structural steel, electrical systems, instrumentation, piping, and equipment layout. The final reverse osmosis process incorporated an Ionics filtration system and involved the interconnection of the system with a variety of refinery processes.

Avila Beach Remediation Project

Avila Beach Remediation Project - Avila Beach, California

Pipelines for the Avila Beach offshore loading facility ran under the main street of this coastal resort town. During their years of operation the pipelines leaked diesel, gasoline, and crude oil and gas, causing soil contamination in the area. After years of debate and public forums, oil company officials assembled a team and began developing a work plan for the excavation and remediation of the hydrocarbon affected sand and the removal, demolition, and replacement of the town of Avila Beach.

This Brownfield Development consisted of the following:
  • The 9.5 acres of clean-up effort was separated into three excavation areas called cells.
  • Utilities were temporarily relocated.
  • 70 residents were relocated; 23 buildings demolished; 27 residential units demolished; and 31 parcels excavated.
  • Interlocking steel panels called sheetpile were installed deep into the soil to create a wall around the perimeter of the excavation cells.
  • More than 200,000 tons of affected material was excavated and an equal amount of clean soil was brought in.
  • 10,000 truckloads were driven a total of 2.8 million accident-free miles to dispose of the waste.
  • Reconstruction of the public utilities and street improvements and park.


  • Avila Beach Remediation Project - Avila Beach, California
    Cannon Associates prepared plans, specifications and cost estimates for grading, drainage, and structural shoring for the beach properties and several of the town properties affected by the contamination. This included the layout of steel sheet pile cofferdam, removal and replacement of sand, placement of a high density polyethylene (HDPE) liner and the design of offsite temporary storage facilities for stockpiling the hydrocarbon affected sand. We prepared plans and specifications for approximately 4000 feet each of water, sewer, storm drain, gas, and wire utility mains and services. We worked closely with the client, the utility companies, the regulatory agencies, the contractors, and the other consultants to prepare a well-planned design within the project's timeframe. In addition, Cannon Associates was part of a team of consultants who developed a feasibility study of alternatives to address the options of solidification and/or excavation of hydrocarbon-affected sand prior to the excavation.

    Cannon Associates prepared the cultural resources evaluation, which identified buildings to be saved because of historic character. In addition, we participated in weekly coordination and planning meetings to implement all phases of the master plan including the replacement of buildings and the installation of streets and utilities (water, sewer, gas, electricity, storm drainage, telephone, and cable TV). Overall, more than 60 permits and approvals from more than 10 government agencies were needed to complete the project.

    Avila Beach Remediation Project - Avila Beach, California
    Cannon Associates prepared work plans and documentation, coordinated with and processed the permits through the permitting agencies. We participated in weekly meetings with the agencies and prepared weekly project schedules and permit compliance reports. The agencies involved included Regional Water Quality Control Board, San Luis Obispo County Air Pollution Control District, Port San Luis Harbor District, Avila Beach Fire Department, Avila Beach Community Services, District State Historical Preservation Office, California Coastal Commission, California Department of Fish and Game, State Lands Commission, U.S. Fish and Wildlife Service, and U.S. Army Corps of Engineers.

    The Avila Beach Remediation Project and Front Street Enhancement Project are finished and all the amenities are open to the public. The roads are open and a new pedestrian plaza features decorative concrete, an observation deck, colorful landscaping and a unique tide pool fountain.

    Guadalupe Oil Field Remediation and Deconstruction Project

    Guadalupe Oil Field Remediation and Deconstruction Project - Guadalupe, California

    This 3000-acre oil field is located in a pristine environmental preservation habitat adjacent to the Pacific Ocean. After 50 years of oil production, the leasee closed its operation. A production infrastructure of 168 miles of pipelines and 240 wells required deconstruction. After much characterization studies, Unocal determined that diluent plumes existed under approximately 187 acres of the oil field. Remediation projects included full excavation of plumes and/or sumps, partial excavation with in-situ recovery systems, active product recovery, bioremediation of excavated soils, and other actions approved by the RWQCB, such as in-situ remediation, biodegradation in the Land Treatment Unit (LTU), and phytoremediation. Cannon Associates was selected to provide engineering, surveying, and permitting and compliance services for this project. The scope of work for this project included an implementation plan; preparation of plans and specifications for grading and drainage for removal of approximately 300,000 cubic yards of hydrocarbon affected material and 30,000 cubic yards of sump material; road construction; layout of approximately 7,000 wall feet of sheet pile; emergency permitting and agency approvals; construction management; and pipeline abandonment. The project cost was more than $20M.
